Apply for MSP health coverage in British Columbia
How do I apply for MSP health coverage in British Columbia?
B.C.’s Medical Services Plan application is the starting point for provincial health coverage. The official guide provides online, paper and ServiceBC routes and explains how a B.C. Services Card relates to enrolment. A move to B.C. does not itself complete registration or establish a coverage start date.
Where to begin
- Read the MSP eligibility and enrolment instructions for your situation.
- Use the B.C. Application for Health and Drug Coverage through the listed application route.
- Follow any Services Card identification or photo step that applies after enrolment.
Before you open the official service
For the online MSP application, prepare identification images for every person included. The photo-card visit is a separate step.
- Choose documents matching each person’s status: examples include a Canadian birth certificate or passport, a permanent resident card, or the qualifying immigration permit described by BC.
- Each image must show the complete document clearly and upright. Use JPG or PNG, at least 1,000 pixels wide by 1,500 pixels tall; PDF uploads are not accepted.
- For a permanent resident card, include both sides. If names differ, prepare the applicable marriage, divorce or legal name-change document.
- At the Photo BC Services Card appointment, bring two acceptable identity documents and your existing BC Services Card or CareCard, if you have one. Check the linked card instructions for accepted identification.

What to check for your situation
MSP, supplementary benefits and Fair PharmaCare are related but distinct programs. Confirm coverage and any waiting period with Health Insurance BC before relying on insured services.

Practical questions
What does this route cost?
The BC Services Card itself has no issuance fee. Coverage-related charges are a separate question.
- Combining the card with a driver’s licence does not remove normal driver’s licence charges.
- BC separately lists a CAD75 monthly International Student Health Fee for students studying in BC on a valid study permit for at least six months of the year. Check the official page for MSP enrolment and family-member conditions.
